EL CENTRO – On Sunday, September 29th, 2013, Melvin James Hughey, age 58 of El Centro, driving a gray Ford Expedition, was traveling southbound on Ferrell Road and came to the stop sign at Highway 98. Carlo Barragancamare, age 20 of Calexico, driving a Kia Spectra on Highway 98, approached the intersection at Ferrell Road. Hughey had pulled out in front of Barragancamare and the two vehicles collided within the intersection.
Barragancamare had a broken arm and complained of pain to the chest. Hughey and passenger Josie Ramirez, age 38 of El Centro, both complained of pain to the chest but refused medical treatment from Gold Cross and County Fire personnel.
Barragancamare was placed under arrest for suspicion of driving under the influence of drugs, but was released due to his need for medical treatment. He was transported by REACH Air ambulance to Desert Regional Hospital for treatment of his injuries.
The cause of the collision is still under investigation.
